The Metro Transit Division is one of the country’s largest transit systems, employs more than 3,000 people, and provides ridership through an integrated network of buses, light rail and commuter trains, as well as a resource for those who carpool, vanpool, walk or bike in the Twin Cities.

How your work would contribute to our organization and the Twin Cities region:

The Manager, Street Operations directs and guides staff, administers policies, establishes departmental priorities, creates policies, manages projects and staff, has responsibility for overall operations of buses when on the street. The manager is accountable for the daily movement of all Metro Transit vehicles and operations with internal Metro Transit departments.

This position is fully onsite and is based out of our Heywood Garage located in Minneapolis. The core hours are Monday through Friday. However, the incumbent of this role needs to have a flexible schedule as business needs could require working anytime outside of regular business hours including nights, weekends, and holidays.

Responsibilities

– Represent Metro Transit in negotiations with city/county/state officials, police, contractors, neighborhood organizations, residents, businesses owners and other outside entities. This includes attending multi-agency meeting regarding high profile events such as construction projects, special events, and security events.
– Represent Metro Transit and enforce established policies during projects and coordinating the response and cooperation in politically charged issues.
– Perform regular field work using a vehicle, laptop and radio, to assess the overall performance of the transit system. This includes being visible in a vehicle, monitoring on time performance, monitoring systems such as Real Time Signs and other customer communications – postings at stops and assessing road conditions to prepare for meetings with city/county/state agencies to request transit advantages and stress the importance of public transit.
– Manage the Street Operations Department by establishing and upholding Street Operations policies, procedures and goals. Write, review and approve SOPs and creates annual department goals using the Metro Transit Forward goals as a guideline.
– Accountable for all on-street operational aspects of the transit system. Manager of Street Operations is responsible for any incident or event in the service area. This includes ensuring adequate coverage with staff to be able to respond in a timely manner and investigating service issues and approach governing agency to mitigate issues through various transit advantages.
– Allocate equitable work assignment to Assistant Managers utilizing workload and area to ensure work completion is successful and timely. Manager must track projects for the nine-county metro area. These projects are delegated to Assistant Managers in order for the department to be effective. Monitor workload of each Assistant Manager to ensure they are all receiving the same opportunities to work towards career goals and to maintain positive morale. Track timelines for projects.
– Monitor employee performance to ensure compliance with agency and department policies, procedures and goals. Document employee performance consistently and setting goals and expectations. Giving timely feedback to employees. Review and update SOPs to ensure employees have access to the most accurate information.

Requirements

Any of the following combinations of progressive experience in transit, transportation management, or public safety in the transportation industry or a similarly related field that includes three (3) years of verifiable lead/supervisory experience and completed education in business administration, transportation, or a closely related field:

High school diploma/GED with ten (10) years of experience including three (3) years of verifiable lead/supervisory experience.
Associate degree with eight (8) years of experience including three (3) years of verifiable lead/supervisory experience.
Bachelor’s degree or higher with six (6) years of experience including three (3) years of verifiable lead/supervisory experience.

License Requirements:
Valid driver’s license and good driving record

What additional skills and experience would be helpful in this job (desired qualifications):
– Excellent communication skills, both written and oral.
– Experience working in a unionized environment and knowledge of union labor contracts, specifically Transit Managers and Supervisors Association (TMSA) and Amalgamated Transit Union (ATU).
– Experience managing budget and administration development, policy and procedure development, project management and coordination, and operations planning and performance management.
– Experience with managing high profile events that include working with city/county/state officials, police departments, and community organizers.
– Experience presenting to a high-level audience, small and large groups.
– Experience working with Suburban Transit Authorities (STA’s).
– Excellent problem analysis and resolution skills.
– Willingness to continue to grow, learn and excel in a leadership/management role with Metro Transit operations.
– Experience fostering equity, diversity and inclusion competency and understanding.

What your work environment would be:
Position works in an office environment. Some travel to other facilities is required. Up to one third of the time this position works near moving parts or equipment, exposed to fumes or airborne particles, outdoor weather conditions and moderate noise.

If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.

If you are already an employee of the Metropolitan Council, you must pass a drug test (if moving from a non-safety sensitive position to a safety sensitive position) and criminal background check if the job you’re applying for is safety sensitive, is a supervisory or management job, is in the Finance, Information Services, Audit, or Human Resources departments, or has access to financial records, files/databases, cash, vouchers or transit fare cards. This position involves access to Criminal Justice Information (CJI) as defined by the FBI CJIS (Criminal Justice Information Services) Security Policy. In accordance with section 5.12.1.1 of the FBI Security Policy, all applicants must agree to a state of residence and national fingerprint-based record check. If the result of the record check reveals criminal convictions, the nature and circumstances of those convictions will be reviewed by the Metropolitan Transit Police Department and/or the Minnesota Bureau of Criminal Apprehension to determine if access to Criminal Justice Information will be permissible.
