Are you a detail-oriented leader passionate about enhancing transit services? We’re seeking a Manager of Operations (Service Delivery) to optimize scheduling, workforce planning, and vehicle assignments, ensuring efficient and reliable transit operations. In this role, you will lead a dynamic team, collaborate with unions and other departments, and play a pivotal role in improving service quality and performance.
Responsibilities
What you’ll Do:
• This position reports to the Director Operations (Service Delivery) and will Supervise the Assistant Manager Operations (Service Delivery), Scheduler Operations (Service Delivery).
• Perform a variety of administrative and professional work in areas such as the development of staffing, workforce planning, workforce utilization, blocking, run cutting, vehicle assignments, schedule making, scheduling material, cost analysis, bid process, extra board operations, and performance measures for operations.
• Lead schedule writing, run cutting and vehicle assignment for multimodal transit. Manage the production of schedule making and oversee run cutting inputs and outputs, including data for export to external systems.
• Develop priorities for schedule revisions, approve schedule changes, and communicate changes to stakeholders. Manage analysis, databases, and software customizations for transit scheduling including blocking, run cutting, vehicle assignments, and performance statistics.
• Work closely on union matters to resolve issues and to promote a positive work environment for all employees. Be required to establish and maintain a strong relationship with service units and other departments to fulfill requests, support special projects, and resolve issues.
• Be required to demonstrate a commitment to safety that guides all aspects of work through consistent and professional behaviors in performance of the essential duties.
Requirements
MINIMUM QUALIFICATIONS
EDUCATION/TRAINING:
Bachelor’s degree in public administration, transportation, statistics, or related field.
EXPERIENCE:
Five years of progressive experience in transit operations, maintenance, schedule making, or a related support function.
Three years of supervisory experience in a transit operations environment, working with staffing, workforce planning, workforce utilization, blocking, run cutting, vehicle assignments, schedule making, scheduling material, customer information, cost analysis, performance measures for operations, and working with Unions.
Experience with regulatory compliance in the context of FRA, FTA, or similar safety and operational standards.
Must have a valid Utah driver’s license with no more than 4 moving violations in the past three 3 years; cannot have a violation of driving under the influence of alcohol and/or drugs within the last 10 years.
Knowledge of:
• Transit routes, Transit operations, Extra board operations, service structures, and work rules.
• Transit scheduling including scheduling software and data processing related to schedule activities. Statistical and database software.
• Timetable development such as dwell times, running times, layover and recovery times, and coordination with other services.
• Analytical and statistical data collection and evaluation methods.
• Operational considerations such as Operator assignments, fleet management, traffic and environmental factors.
• Technology and tools such as scheduling software, GPS and real-time data and Geographic Information Systems (GIS)
Skills:
• Operations management.
• Align scheduling, vehicle and operator assignments with strategic goals. Manage extra board operations and maintaining workforce efficiency.
• Effective use of scheduling tools, transit software and GIS in daily operations.
• Ensure adherence to service standards and work rules.
• Collecting and analyzing statistical data to evaluate transit performance, dwell times, and other scheduling components. Leveraging statistical and database software to process and evaluate data.
• Coordination and Problem-Solving.
• Ensure that operations adhere to legal, regulatory, and collective bargaining requirements.
• Monitor expenses, controlling costs, and implementing cost-saving measures.
Abilities:
• Understand and analyze transit routes, service structures, and operational data.
• Collect, process, and evaluate data using statistical and database software. Use analytical methods to improve efficiency and ensure operational effectiveness.
• Oversee scheduling, vehicle allocation, and operator assignments in alignment with service needs and strategic objectives.
• Manage extra board operations and workforce assignments efficiently.
• Recognize operational challenges early and implement corrective measures. Utilize technology to monitor services and make data-driven adjustments.
• Adjust schedules and resource allocation to optimize service performance.
• Track operational expenses and implement cost-saving measures without compromising service quality.
• Translate data insights into actionable strategies. Innovate solutions to improve scheduling, reduce costs, and increase efficiency.

Pay Rate: $100,000 or more depending on experience.
