South Central Transit Authority (SCTA) is seeking a Director of Maintenance for its Lancaster, PA operations. This position will be responsible for coordinating the daily activities of a bus maintenance facility in order to provide efficient, effective, safe and reliable service for fixed route bus service operated by the Red Rose Transit Authority under contract to SCTA. This position is responsible for planning, supervising and coordinating the daily staff activities of RRTA’s maintenance employees for the 44 – bus fleet. The position also implements and manages the vehicle maintenance program including, supervision of labor, preventive maintenance, parts inventory, and performance measures.
ESSENTIAL JOB FUNCTIONS
1. Responsible for scheduling and assignment of work for all technicians, cleaners, and utility personnel and monitoring performance of the work performed.
2. Responsible for performance of routine preventive maintenance on all Authority vehicles and fleet, including the performance of Pennsylvania State Inspections as required.
3. Maintain, order and insure sufficient parts inventory for all Authority vehicles. This includes monitoring and verification of all necessary fuels, lubricants, and anti-freeze for Authority vehicles.
4. Ensure compliance of collective bargaining agreement with union personnel and handling grievance meetings, as needed.
5. Maintain records of work performed and vehicle maintenance histories, analyze trends, and recommend improvements to the maintenance program.
6. Coordinate with appropriate Directors to ensure availability of vehicles to meet daily demand for all operational requirements; accident review and analysis; vehicle inspections and reporting of defects; and winter operating procedures, including snow removal.
7. Coordinate with the Chief Financial Officer for revenue and data collections from automated fareboxes on each vehicle. Ensure timely processing of all invoices and credit memos.
8. Inspect new vehicles for compliance with specifications and prepare warranty claims, as may be needed.
9. Responsible for 3rd party contractor audits as required by state and federal laws.
10. Responsible for achieving and monitoring the performance measures established by the Board of Directors of the Authority.
11. Presents monthly reports to the Executive Director as requested.
12. Perform other duties as assigned.
Requirements of the position: Strong employee management skills, experience in a union environment a plus; 5+ years of hands-on mechanical supervisory experience; experience working with and in public transit preferred; Ability to prioritize Authority objectives along with PMI’s and breakdowns; Excellent organizational, leadership and team-building skills; Ability to communicate effectively and efficiently; Computer proficiency a must; This position is subject to federal regulated and required drug and alcohol testing.
