Hillsborough Transit Authority (HART) is seeking a creative, highly motivated individual, to serve as Director of Planning and Service Development. This is a senior leadership position, serving under the direction of the Chief Executive Officer, leading the activities of the Planning and Service Development Department. The Director of Planning and Service Development is responsible for a wide range of activities, including: all service planning, scheduling, blocking, runcutting, facility and amenity planning, marketing and public information, customer relations, capital programming.

Responsibilities

This position is responsible for the management of a wide variety of projects, from inception, planning, procurement, implementation and closeout. This position is responsible for the maintenance, analysis and reporting of data, including reports to the National Transit Database and FTA Milestone Progress Reports. This person also serves as the system administrator for HART’s scheduling system and CAD / AVL system “Clever Devices”. Candidate must demonstrate progressively responsible management experience in public transportation. The ideal candidate will be a thoughtful, detail oriented, experienced bus transit professional, with experience in service planning, bus and operator scheduling, Intelligent Transportation Systems, data analysis and reporting and project management. Operational, contracting and/or procurement experience is preferred. This person will demonstrate strong leadership and interpersonal skills, with outstanding customer focus. This position requires outstanding written and oral communication skills, the ability to prepare and provide presentations to large, public groups, to attend training, meetings and various outreach activities outside of traditional office hours.

Requirements

REQUIREMENTS:
Education and Experience:
• Bachelor’s Degree in Public Administration, Transit Planning, and Urban Planning, Business Administration or related field required.
• Seven (7) or more years of progressive related management experience in public transportation; preferably in transit planning, scheduling or other closely related fields.
• Five (5) or more years of leadership, management and supervisory experience.
• Operational, contracting and/or procurement experience preferred.

Machines, Tools, and Equipment Used:
• Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for data entry, word processing, accounting purposes, and/or highly technical applications, such as GIS and/or CAD.

Licenses/Certifications:
• Must be able to obtain a valid Florida Driver’s License within 10 days of hire.
