The Virginia Passenger Rail Authority (VPRA) is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail service in the Commonwealth. The VPRA also provides funding to Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $3.7 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade.

The Capital Program and Policy Manager is responsible for management of the policies and procedures related to the passenger rail capital grant program funded by the Commonwealth Rail Fund (CRF) as well as other state and federal funds awarded for various passenger rail capital projects under the purview of the VPRA-led passenger rail expansion and enhancement initiatives in the Commonwealth of Virginia. In collaboration with project partners, grantees, the Department of Rail and Public Transportation (DRPT), and other interested stakeholders, the Capital Program and Policy Manager is responsible for the VPRA’s Station Improvement Program, the policies and procedures of the Commonwealth Rail Fund passenger rail grant program, and coordinating funding efforts to leverage state funds for federal, state, and local funding sources. This will include managing efforts to prepare grant applications for federal and state transportation funding. Technical expertise in benefit-cost analyses is also desired.

This position will play a vital role in internal communications by providing project and program reporting, graphics and presentation materials, and annual program performance reporting for VPRA’s capital improvement initiatives to VPRA External Affairs for public outreach and project-related communications. In addition to working collaboratively with VPRA staff to accomplish agency goals and core responsibilities, the Capital Program and Policy Manager will also manage consultant resources to accomplish goals and objectives.

The position will also develop and maintain project reporting policies and procedures and ensure project managers are informed of current policies and procedures for CRF funded projects. Planning coordination related to funding efforts with DRPT, Virginia Railway Express, the Office of Intermodal Planning, and other stakeholders will be required. This position will represent the agency with diverse constituencies including government officials, agency partners, project partners, other stakeholders and the general public. It will work with others to provide reports/updates to elected officials, Policy Boards, the Commonwealth Transportation Board, the VPRA Board, senior members of the USDOT, and the Virginia Secretary of Transportation.


The compensation package for this position includes benefits equivalent to state employees of the Commonwealth including health/dental insurance and participation in the Virginia Retirement System.
