Greater Richmond Transit (GRTC) is an award-winning organization with a long and proud history as one of the oldest continually operating transit systems in the nation, has retained KL2 Connects LLC to recruit its next Chief Executive Officer. Serving Virginia’s state capital, GRTC is a growing regional transit system that spans two sprawling counties and the City of Richmond. Its recent full recovery of its pre-pandemic ridership is an accomplishment that has eluded many other systems across the country. Its mission is to provide urban-rural bus transportation services that meet the mobility needs of a growing population in Richmond and the Chesterfield-Henrico Counties, which are located along the Eastern United States’ I-95 corridor. GRTC is widely recognized at the national level as a leader in innovative programs and initiatives.

The Chief Executive Officer directs all administrative and operational functions, ensuring the highest standards of safety and service quality. The CEO plays a strategic role in positioning the system within the region as a world-class, regional transportation system. The CEO develops relationships with the GRTC Board of Directors and City and County administrators; works with staff to ensure that GRTC is a well-managed system; and is responsible for managing a Collective Bargaining Agreement and building positive working relationships with the union.

The scope of responsibility includes directing, managing, supervising, coordinating, and strategic leadership in all facets of fiscal and personnel management, long-range planning, system growth, regional cooperation, and partnership-building with political subdivisions.

This position requires a bachelor’s degree from an accredited college or university in Public Administration, Business Administration, or a related field; a master’s degree is preferred. Labor relations experience is required, preferably with a transit-related union. Management experience, strong written and verbal communication skills, and a high degree of executive-level project management experience are required.
