JOB SUMMARY

The Director, System Integration, Caltrain Modernization Program (CalMod) reports to Program Director, Caltrain Modernization Program and is responsible for the system integration of Peninsular Corridor Electrification with Electrical Multiple Units (EMUs). the existing Operational Systems including Positive Train Control (PTC) and coordination with the California High-Speed Rail Authority (CHSRA) and the Federal Transit Administration (FTA) for the Caltrain/high-speed rail blended system along the Caltrain Right-of-Way (ROW) in San Francisco, San Mateo, and Santa Clara counties.

Responsibilities

EXAMPLES OF ESSENTIAL FUNCTIONS:
• Oversee system integration for CalMod, including project delivery for the Peninsula Corridor Electrification Project (PCEP) including staff, consultant and contractor oversight, construction, contract administration, budget, and schedule adherence.
• Responsible for the overall system integration of the Caltrain/high-speed rail blended system on the Peninsula corridor including providing interface management and requirements fulfillment, and direction to project engineering teams to achieve Caltrain specified technical requirements and schedules.
• Act as liaison with the CHSRA, the California State Transportation Agency (CalSTA), the FTA, and other funding partners and internal Caltrain stakeholders.
• Responsible for system integration management oversight of Electrification design-build contractor.
• Responsible for the review and approval of CalMod System Integration Test Plan and procedures. Define system acceptance criteria and perform system acceptance for Caltrain.
• Direct the establishment and maintenance of a systematic, documented, comprehensive, and verifiable systems integration process to be applied throughout the duration of the PCEP.
• Lead Electrification Commissioning effort for Caltrain and Pre-Revenue Testing and revenue service readiness.
• Responsible for the development of System Integration best practices and lessons learned for Caltrain Systems Engineering Department.
• Supervise staff: Hire, mentor and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in, select, and coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

EXAMPLES OF DUTIES:
• Oversee the coordination and integration of all System interfaces so that the control system is properly integrated with itself, existing systems, and into the project area, including the right-of-way, the surrounding communities, and all facilities, equipment, and data provided by others.
• Oversee the identification and consideration of all the essential elements of the Caltrain Electrification Project over its lifespan, including systems/sub-systems, the interdisciplinary tasks undertaken during operations and maintenance, stakeholder needs, and end-user requirements.
• Interface with Caltrain Systems Managers, Rail Operations, and Rail Maintenance to determine systems integration testing and commissioning schedules.
• Work with stakeholders to consolidate business needs and integration requirements, ensuring risks are carefully mitigated at each stage of the project life cycle, and a robust operational railway is delivered.
• Participate with coordination efforts with regulatory agencies such as the Federal Railroad Association (FRA), the California Public Utilities Commission (CPUC), and the Union Pacific Railroad (UPRR).
• Lead System Integration meeting for Caltrain and address all integration issues with mitigation actions
• Responsible for the design and construction of rail infrastructure systems, integrating communications, train control, and electrical systems.
• Responsible for changes for impacts to interfaces and integration.
• Lead system interface management and requirements verification and validation process; direct the project integration, and commissioning team.
• Oversee the development and coordination of Interface Control Documents.
• Oversee the development and maintenance of the Systems Interface Matrix.
• Provide oversight of systems integration and systems acceptance testing.
• Evaluate staff job performance, which also includes the professional development of staff by identifying on-the-job and other professional development opportunities.
• Perform all job duties and responsibilities safely to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate incidents.
• Perform other duties as assigned.

SUPERVISION:

Works under the general direction of the CalMod Program Director, California Modernization who establishes goals and objectives and evaluates performance who establishes goals and objectives, monitors and evaluates performance.

MINIMUM QUALIFICATIONS

Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:
• Bachelor’s degree in Engineering.
• Seven (7) years of increasing responsibility and experience in system integration.
• Three (3) years of management level experience
•Experience with rail transit industry standards, practices, and regulations.

PREFERRED QUALIFICATIONS:
• Knowledge of transportation system integration
• Previous systems engineering and integration experience on large transit projects.
• Excellent oral and written presentation and communication skills.
• Advanced degree in related discipline preferred.
• PE License
• Experience with the design and construction of rail infrastructure systems, integrating 25kV overhead contact systems (OCS), Traction Power System (TPS), signaling, communications, train control and SCADA.
