Overview

The Yuba-Sutter Transit Authority, based in Marysville, California, is seeking an experienced, service-oriented, innovative transit professional to serve as their next Executive Director. This position is open due to the incumbent’s upcoming retirement after more than 35 years of service. This position is open until filled with a first review date of March 8, 2023.

THE IDEAL CANDIDATE

Reporting directly to the Board of Directors, the Executive Director will develop, plan, and implement the goals and objectives of the Yuba-Sutter Transit Authority. They will exercise direct supervision over all assigned professional, technical, and/or administrative staff, contractors, and consultants. They will also coordinate with local city and county managers, administrators, and staff on related policies and projects.

• Have extensive experience with planning, organizing, and directing public transit programs and services.

• Be a highly motivated, enthusiastic, and dedicated servant-leader with a passion for service and a strong work ethic.

• Have excellent interpersonal skills including the ability to develop and keep the trust and confidence of others; the ability to effectively analyze problems, identify solutions, and build consensus in collaboration with others; and the ability to deal well with diverse personalities and styles.

• Have demonstrated experience, skill and success working effectively with policy boards; elected and appointed officials; regulatory and legislative agencies; private and public-sector representatives; and the public.

• Have experience with transit funding sources, budget preparation, and the monitoring of complex programs including knowledge of federal and state grant administration and compliance.

• Have demonstrated experience effectively and efficiently delivering complex capital projects.

• Be capable of clear and effective communication, both orally and in writing to a variety of audiences.

• Enjoy working in and leading a small, busy office where everyone must be ready, willing, and able to do anything at any time all while maintaining their sense of humor.

These employment standards would typically be achieved through a combination of education, experience, and training generally equivalent to ten years of increasingly responsible experience involving the planning, implementing, and supervising of varied programs within the transit industry or a related field, or other complicated regulatory or technical professional experience; and/or a bachelor’s degree with major course work in public or business administration; urban, regional or transportation planning; or a related field.

THE ORGANIZATION

Yuba-Sutter Transit, formed as a joint powers authority in 1975 by Sutter and Yuba Counties and the Cities of Marysville and Yuba City, is the sole provider of public transportation services for both counties and the four cities therein. Since its inception, Yuba-Sutter Transit has carried out this charge by contracting with private transportation companies (currently Storer Transit Systems) for the operation of all services. The agency operates six fixed routes and a paratransit service in the local urban area; weekday intercity commuter and midday service to downtown Sacramento; and three rural flex-routes serving the Yuba County foothills along with the Cities of Live Oak and Wheatland. Yuba-Sutter Transit is governed by a Board of Directors composed of two elected representatives from each of the four member jurisdictions.

THE SETTING

Located just north of Sacramento County, the Yuba-Sutter bi-county region is known for its outstanding quality of life and an affordable cost of living. From the Sutter Buttes and the Sacramento River on the west to the sweeping Sierra Nevada mountains on the east and plenty of open space, the Feather River, and clear skies in between; residents share an appreciation of the outdoors and take full advantage of the area’s many recreational opportunities.

Neighborly and ethnically diverse, area residents participate in a wide variety of cultural festivals, community-oriented fairs, parades, and seasonal events.
