Plans, directs and schedules the activities and operations of the purchasing and contracts functions for the RTC.
FLSA STATUS: Exempt
Working Conditions: May work shifts on days, evenings, weekends, and holidays.
REQUIREMENTS
Education and Work Experience: Equivalent to a Bachelor’s Degree in Business Administration or a closely related field AND five (5) years of demonstrated professional purchasing experience, four (4) years of which were in supervisory role, preferably in the last twenty-four (24) months.
Licensing and Certification: Must possess and maintain a valid Class C Driver's License at the time of application.
Background Investigation: Employment with the Regional Transportation Commission in this position is contingent upon the results of a comprehensive education/experience background investigation, a criminal history record, and driving history check.

EXAMPLE OF DUTIES
Plans, directs and schedules the activities and operations of the RTC’s purchasing function; reviews and assures that purchases are made in accordance with applicable goals, laws, codes, policies and procedures. Conducts solicitations for departments, including all activities related to bids, requests for proposals, requests for applications, or competitive bidding exceptions. Analyzes, investigates, and responds to procedural and contractual matters raised by internal departments. Participates in staffing and employee relations related activities for assigned staff and ensures adherence to RTC’s initiatives in all aspects. Develops and implements purchasing methods, policies and procedures to increase efficiency and effectiveness of the department’s operations. Responsible for oversight of DBE program requirements and adheres to its rules for self-issued procurements. Manages multiple projects/deliverables with short-targeted completion dates. Supports coordination of small and diverse business engagement events organized by the RiSE Program (Resources Information Support Education) or external partners. Represents the RTC at various meetings, attends and participates in professional groups and committees as assigned. Conducts and independently completes a variety of special projects. Oversees and performs research activities related to future procurements or procurement activities/procedures at other transit agencies. Monitors emerging local, state, and federal activity affecting RTC procurement policy. Oversees safety and security responsibilities for areas assigned and ensures that direct reports are trained on safety and security procedures, fully compliant with procedures, and held accountable for breaches in safety and security protocol. All other duties as assigned.
