Reporting to the Vice President of Program Delivery, the Manager of Strategic Planning is responsible for VIA Metropolitan Transit’s strategic planning department functions. The Manager assists in preparing the division’s annual manpower and budget activities; organizes, directs, monitors, and is responsible for the work of the Strategic Planning Department; is responsible for social, economic, and environmental policy analysis and long-range planning (related to fixed routes, fixed guideway transit, demand-response transit, and transportation systems); and oversees highly complex multi-project managerial work for strategic operations and planning implementation related to the Long Range Comprehensive Strategic Plan.

The scope of responsibility includes, but is not limited to, the supervision of project identification and initiation, and various phases of VIA projects, including the development of new, enhanced, and improved transit service (streetcar, ART/BRT, passenger, or operating facilities). The Manager oversees updates to VIA’s vision document/strategic plan (including long-range transportation system planning, Regional Transit System Plan, Rapid Transit Plan, Major Investment Studies, preparation of environmental documents, and studies); seeks grant opportunities for feasibility and viability that align with project objectives, budgets, timelines, and grant requirements prior to recommending to management; manages internal staff and external consultants; establishes long-term goals and objectives that support overall strategies to be consistent with VIA’s strategic plan; ensures that performance measures and standards are met; recommends adjustments and strategies to program administration; formulates scopes of work, develops cost estimate/budget, coordinates contract and procurement requirements; monitors and directs planning consultant teams; works with partner agencies; provides status updates through written reports or correspondence, formal presentations, and informal discussions; proactively identifies problems or issues and develops solutions to resolve them; reviews results of applicable industry research papers, studies, models, and forecasts to provide Agency direction and guidance; develops and maintains a network of contacts with partner entities for innovative project development and delivery; maintains strong accountability with regards to the VIA Metro Safety Accountability Statement (to ensure personal and fellow employees’ safety); assures compliance with all policies related to safety, health, and system security; identifies and report hazards to stop a job/task and prevent an unsafe incident or act from occurring; and complies with and supports EEO policies and the Diversity Program.

This position requires a bachelor’s degree in architecture, engineering, planning, or related field and at least 7 years of applicable work experience in transit and transportation planning and policy analysis that include 5 years of project management in areas of transit plans, projects, studies, and urban planning. A master’s degree and a Professional Certificate or License are preferred (i.e., PE or AICP).
