Overview

The Manager, Scheduling plans and manages all scheduling of Metro Transit regular route service so that schedules are reliable, efficient, within budget, and conform to contractual agreements between Metro Transit and the ATU Local 1005. The incumbent communicates information on past, current, and future transit services and schedules throughout the agency and represents Metro Transit on scheduling issues with other regional transit organizations.

NOTE: This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate’s permanent residence must be in Minnesota or Wisconsin.

Responsibilities      The Manager, Scheduling plans and manages all scheduling of Metro Transit regular route service so that schedules are reliable, efficient, within budget, and conform to contractual agreements between Metro Transit and the ATU Local 1005. The incumbent communicates information on past, current, and future transit services and schedules throughout the agency and represents Metro Transit on scheduling issues with other regional transit organizations.

Requirements

A high school diploma or GED AND nine (9) or more years of progressively responsible experience in transit planning, scheduling, operations, or closely related field WITH three (3) years of supervisor experience which may include formal supervisory experience, lead experience, conducting trainings, leading a project team, leading a program, membership on a committee or decision-making body, etc.

Note: Highest completed degree will be applied towards full-time work experience following the equivalencies below:

Associate’s degree = 2 years of experience
Bachelor’s degree = 4 years of experience

What additional skills and experience would be helpful in this job (desired qualifications):
Degree in planning, business administration, or transportation.
Experience with HASTUS or other transit scheduling software, and Metro Transit scheduling procedures and route structure.
Proficiency in a broad portfolio of software applications. Advanced skills in Microsoft Office (Excel, Word, PowerPoint), collaborative technologies (e.g., Microsoft Teams), with a strong understanding of relational database concepts and methods.
Ability to analyze and solve complex, multidisciplinary problems.
Skilled in data analysis, statistics, and mathematics at or above an algebraic level.
Strong organizational skills, including strategic planning, project management, meeting facilitation, and time management.
Experience working with diverse populations.
What knowledge, skills and abilities you should have within the first six months on the job:
Knowledge of computerized scheduling systems.
Knowledge of Metro Transit’s scheduling procedures and route structure, or proven ability to quickly gain that knowledge.
Knowledge of ATU and Metro Transit labor agreement provisions and their impacts on scheduling, or knowledge of similar agreements at other transit agencies.
Skilled at Microsoft Office and collaborative technologies, with a strong understanding of relational database concepts and methods.
Skilled at data analysis, mathematics, and presentation of quantitate information.
Skilled at organizing self and others through strategic planning, project management, delegation, time management, and meeting facilitation.
Ability to solve complex, multidisciplinary problems using a variation of information sources.
Ability to communicate well in both written and verbal form.
Ability to effectively present information to top management, public groups, or Council members.
Ability to respond to common inquiries or complaints from internal and external customers.
Ability to read, analyze, and interpret common technical journals, financial reports, and legal documents.
Ability to develop, motivate, and foster collaborative relationships both inside and outside the organization.
