The City of Asheville is seeking qualified applicants for the position of Transit Division Manager in the Transportation Department. The Transportation Department is responsible for providing safe, efficient, and reliable transportation options for residents and visitors, including public transit, traffic management, and multimodal infrastructure. This position plays a crucial role in overseeing the City’s contracted transit operations, managing regional Federal Transit Administration grants, and ensuring high-quality public transit services for the community.

Responsibilities

What you’ll be doing:

  • Managing grant administration, including applying for and monitoring federal and state grants and working with subrecipient agencies.
  • Overseeing and managing the City’s transit service contract and responding to day-to-day transit service operations matters.
  • Coordinating and implementing transit service improvements, including route planning and bus stop modifications.
  • Supervising and evaluating assigned staff, including training, performance reviews, and disciplinary actions.
  • Developing short- and long-term goals and objectives for the Transit Division.
  • Establishing, implementing, and monitoring policies and procedures to align with local, state, and federal regulations.
  • Managing the division’s budget, including operational and capital expenditures.
  • Overseeing transit-related contracts to ensure compliance and service quality.
  • Engaging with the community and stakeholders to enhance transit services and address public concerns.
  • Overseeing transit technology systems, ensuring accurate ridership analysis and system efficiency.

Requirements

About you:

  • We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:
  • Seven years of experience in transit planning, operations, or transportation management plus an Associate’s Degree in Transportation Engineering, Urban Planning, Public Administration, or a related field, OR
  • Five years of experience in transit planning, operations, or transportation management plus an Bachelor’s Degree in Transportation Engineering, Urban Planning, Public Administration, or a related field, OR
  • Three years of experience in transit planning, operations, or transportation management plus a Master’s Degree in Transportation Engineering, Urban Planning, Public Administration, or a related field.
  • Three years of supervisory experience in addition to the education/experience combinations described above.
  • Experience working with Federal Transit Administration grand administration is preferred, but not required.

Performance aptitudes:

  • Strong leadership and management skills to oversee the transit operations and maintenance contract, as well as City transit personnel.
  • Ability to analyze ridership data, develop strategic plans, and improve transit services.
  • Excellent communication and community engagement skills to address transit-related concerns.
  • Knowledge of federal, state, and local transit regulations and grant administration.

Physical requirements:

  • Work is primarily performed in an office setting, with occasional fieldwork. A flexible work arrangement that includes up to two days per week of remote work is possible; however, the position requires primarily in-person presence in Asheville.
  • Requires ability to use standard office equipment and attend meetings throughout the city.

Additional Information

Work Schedule:

  • This is a 37.5 hour per week position. Monday – Friday 8:30 am to 5:00 pm, with occasional evening or weekend meetings as needed.
