Trinity Metro has an immediate opening for a Procurement Project Manager. The incumbent will oversee
procurement contracts for Trinity Metro’s transit rail capital projects as well as other capital operations and maintenance projects to assure compliance with solicitations, contract provisions, technical considerations and all applicable federal, state and local laws. The incumbent is a strategic interface between Trinity Metro’s departments, project engineering teams, and stakeholders for transit operating and maintenance capital projects, which includes TEXRail and Trinity Railway Express (TRE) construction, operation, maintenance, and close-out activities. This position will play a critical role in the direct procurement and management of transit-related capital projects, Positive Train Control System and other related rail and non-rail project contracts. With Trinity Metro’s operational project teams and external suppliers, the incumbent defines relevant sourcing strategies and consolidates/manages project procurement-related activities of rail construction and professional service projects and Capital operation and maintenance procurement processes.
The incumbent is responsible for supporting categories for performance within Procurement projects and
prepares and/or assists in preparing solicitation documents, analysis for performance, measurement and
project management for compliance for related rail construction contracts, capital project close-outs, invoices and other Trinity Metro procurement requirements. The incumbent recommends enforcement action, when necessary, to the Sr. Director of Procurement to ensure that compliance is met and that conditions of a contract are observed. The incumbent performs professional and administrative work and is responsible for working closely with the Contract Administration and Procurement Department under the general direction of the Sr. Director of Procurement.
This position’s responsibilities include:
Provides on-going procurement project management services as needed to support transit capital
projects and rail related construction, operations and maintenance and professional service projects.
Works with the selected and designated firms for compliance and adherence to project performance
for the transit contracts and projects that may include Positive Train Control (PTC), Project
Management Committee (PMC), Commuter Rail Service Operations (CRSO), Indefinite
Delivery/Indefinite Quantity (IDIQ) Contractors and other related construction and professional service
Manage Capital Project Vendors/Consultants and project/program invoice payments and
Reviews all project contracts to ensure compliance with FTA Circular 4220.1F, and other applicable
laws, policies, grants, regulations and contract terms and conditions
Supports the Contract Administration and Procurement Department for contractor performance,
ensuring compliance with contract terms and conditions
Prepares monthly (or as directed by the Sr. Director of Procurement) contract status reports by
compiling, reviewing, and analyzing data. Presents reports to Executive Leaders and other levels of
Management when needed
Works with the Disadvantage Business Enterprise (DBE) Administrator to identify potential areas for
DBE enhancement (i.e. registering new DBEs to participate in upcoming procurements)
Works to resolve deficiencies in Procurement; identifies areas for improvement
Supports procurement initiatives for small, informal and formal projects for operational and
maintenance support of capital projects. Works with internal project teams to develop solicitation
initiatives for catalogs and blanket purchase orders for development and selection of ordering methods
in designated systems for stock and non-stock/service items. Develops and coordinates purchasing
initiatives, selecting sourcing strategies and collaborating with internal departments for procurement
Participates in assigned Procurement special projects and initiatives, including transit service
Maybe required to maintain, reconcile and keep updated the procurement and inventory portion of
Trinity Metro’s Enterprise Asset Management (EAM) System(s)

Prepares reports and presentations as required
Attends monthly Board Meetings as required
Three years of experience in procurement, construction project management, capital project execution,
engineering and contract administration, documentation, statistical analysis, contracting strategies,
performance management, accounting and/or budgeting; municipal or transit operations experience is a plus.
Project Management Professional (PMP) certified or ability to obtain a PMP certification preferred.
Bachelor’s Degree with course work in engineering, public administration, business administration, law,
accounting, budgeting, urban studies, or other fields applicable to contracts, administration, or financial
analysis; government and/or transit experience is a plus.
