Overview
Tectonic’s newly created Rail Transit Division is currently seeking highly qualified and motivated project leaders in the New York City metro area with design and/or construction experience in all disciplines of the rail transit field. This includes passenger railroads and light-rail systems (i.e., subways, tramways, etc.), and experience working on bridge, tunnel, power, signal, communications, track, facilities, right-of-way, and any/all other infrastructure elements within a rail transit environment.
ESSENTIAL FUNCTIONS (Project Executive)
• Managing the scope, schedule, budget, safety, and quality of large-scale and/or bundled packages of rail transit construction and design-build projects from commencement to completion;
• Coordinating and scheduling construction oversight, design compliance, engineering and inspection services, maintaining client and subcontractor relationships, and generating and maintaining project status reports;
• Reviewing and commenting on design documents, including performing constructability reviews; reviewing and approving reports and construction-phase documentation to ensure compliance with project specifications, drawings, building codes, and all other related regulations and applicable industry standards;
• Overseeing and managing the project team, responsible for overall project delivery
• Serve as primary point of contact to the client on all project-related matters;
• Visiting the project site as needed;
• Any other related duties as assigned.
ESSENTIAL FUNCTIONS (Project Manager)
• Managing the scope, schedule, budget, safety, and quality of multiple rail transit construction and design-build projects from commencement to completion;
• Coordinating and scheduling engineering and inspection services, maintaining client and subcontractor relationships, and generating and maintaining project status reports;
• Reviewing and commenting on design documents, including performing constructability reviews; reviewing and approving reports and construction-phase documentation to ensure compliance with project specifications, drawings, building codes, and all other related regulations and applicable industry standards;
• Overseeing and managing a project team;
• Interfacing with owner management teams and labor resources, and acting as owners-representative in all forums;
• Reviewing schedules and estimates for accuracy;
• Participating in change order negotiations (including assisting in the creation of scopes of work and independent estimates);
• Coordinating and executing contractor access and protection requests including track outages / GOs, foul time, property access requests, flag protection, and force-account labor (i.e., track, signal, power, and other owner-employed disciplinary labor groups);
• Chair meetings and lead project presentations as owners-representative;
• Reviewing and commenting on all meeting minutes;
• Reviewing proposals, invoices, requisitions, and purchase orders for processing;
• Visiting the project site as needed;
• As well as all other related duties as assigned.
ESSENTIAL FUNCTIONS (Resident Engineer)
• Provides professional engineering and construction oversight services on multiple rail transit design-build and/or construction projects acting as Client’s representative in the field with directly managing contractors, vendors, utilities, owner labor-forces, and other external parties on projects involving rail transit systems, including rail infrastructure elements such as stations, facilities, shops, yards, signal systems, communication systems, power systems, bridges and viaducts, tunnels, track systems, drainage, structural elements, fare payment systems, vertical transportation systems, security systems, and associated work;
• Supervises, coordinates, and tracks all field site activities and provides technical advice on construction and design; recommends and executes corrective actions to resolve issues;
• Responds to requests for information from contractors by interpreting plans and specifications by utilizing advanced knowledge of engineering and past experience; documents contractor performance;
• Regularly reviews and approved engineering design, plans, shop drawings, product data, other construction-phase submittals / deliverables;
• Reviews contractor payment applications and recommends approval or rejection to owner;
• Reviews validity of contractor-submitted change orders;
• Leads on-site Field Engineers and Inspectors;
• Schedules all field staff to ensure full shift coverage, coordinates Special Inspection and Testing needs, and reviews / approves daily inspection reports;
• Implements and follows Company / owner / project-specific safety and quality protocols, and participates in safety and quality meetings & audits as necessitated by the project requirements;
• Monitors the progress of the project in accordance with contract cost and schedule, including project timelines and specifications, and holds progress meetings as required;
• Ensures all project documentation is completed and submitted as required, and completes necessary project close-out processes;
• Coordinates and executes contractor access and protection requests including track outages / GOs, foul time, property access requests, flag protection, and force-account labor;
• assist or lead management of all project staff;
• All related Resident Engineering and Project Management duties as required to ensure the successful completion of assigned projects.
Requirements
QUALIFICATIONS (Project Executive)
• Must have over 10 years of relevant management and project leadership experience managing large-scale projects and associated staff; any other suitable combination of education, training or experience will be considered;
• Bachelor’s Degree in Engineering, Construction Management, Architecture, or Business Management is required;
• Valid PE License, RA License, CCM Certification, or PMP Certification is highly preferred;
• Must have experience with, executing design-build and/or construction projects within an operating rail transit system, including general knowledge of rail transit operations;
• Must have an understanding of the fundamentals of rail industry codes, standards, and requirements, with the ability to comprehend construction plans and documents;
• Must have excellent oral and written communication skills; with outstanding interpersonal skills;
• Must be detail-oriented, with the ability to multi-task in a fast-paced environment;
• Must be willing to work nights and weekends as needed;
• May also require a valid, clean driver’s license and personal vehicle to travel to project site as needed.

• Bachelor’s Degree in Engineering, Construction Management, Architecture, or Business Management is required;
• Valid PE License, RA License, or CCM Certification is highly preferred;
• Must have experience with, executing design-build and/or construction projects within an operating rail transit system, including general knowledge of rail transit operations;
• Must have an understanding of the fundamentals of rail industry codes, standards, and requirements, with the ability to comprehend construction plans and documents;
• Must have excellent oral and written communication skills; with outstanding interpersonal skills;

QUALIFICATIONS (Resident Engineer)
• Valid Professional Engineering License in the State of New York with a Bachelor’s Degree in Civil Engineering or similar; equivalent years of multi-disciplinary rail transit experience in a Resident Engineering or Management role will be considered in lieu of a PE license; PE licenses issued by other states within the US will also be considered;
• A minimum of 8 years of progressive experience working on rail transit projects with rail transit systems such as New York City Transit (subways), Long Island Rail Road, Metro North Railroad, Amtrak, New Jersey Transit (passenger and light rail systems), PATH, PATCO, Staten Island Railway, or PANYNJ AirTrain systems with a minimum of 2 years of leadership experience; experience working on freight railroads will also be considered for select rail systems projects;
• Ability to understand and interpret written specifications, plans, and construction documents for work orders and build documents;
• Ability to effectively and tactfully communicate with clients, supervisors, office staff, and inspectors regarding project status and issues, drawings, specifications and qualification test results;
• Detail-oriented, with capability to detect non-conformities and complete detailed reports within a timely manner;
• Experience interpreting and supervising the execution of various rail and construction industry standards & requirements (national and owner-based);
• Must be willing to work nights and weekends as needed;
• A valid, clean driver’s license and personal vehicle to travel to job sites is preferred.
