SUMMARY
The purpose of this position is to provide in-plant inspection services, and all necessary documentation to support vehicle acceptance for the manufacturing of Dallas Area Rapid Transit’s (DART’s) Compressed Natural Gas (CNG) Bus Fleet. The Resident Inspector(s) must be local to the Livermore, CA area where the inspections will be conducted during the production of the buses. Relocation assistance is negotiable.
RESPONSIBILITIES
- Review and become familiar with the manufacturer’s in-plant quality control system.
- Identify and report any non-compliance or deviations from quality standards in real-time.
- Document these issues immediately and report them directly to both the manufacturer’s designated quality control representative and DART’s PM and DPM and/or designee.
- Review and become familiar with the manufacturer’s Quality Assurance plan to ensure the manufacturer is following its processes.
- Review installation drawings, electrical schematics, manuals, non-conforming material tags, welding inspection (including ultrasonic, mag particle, dye penetration, and destructive testing) and other documentation as needed for each unit in production for detail and accuracy.
- Review the manufacturer quality standards, and other pertinent Quality Control/Assurance documentation as it pertains to this production.
- Should be familiar with welding inspection.
- Review and be familiar with DART’s conformed vehicle specification and Quality Assurance provisions of the vehicle contract to assure the manufacturer’s compliance with DART’s technical and Quality Assurance requirements.
- Review the documentation for each identified station of the manufacturing process for the work tasks and materials, including verification that the work tasks and materials are current, per contractual specifications.
- In collaboration with the bus manufacturer, perform scheduled reviews of torque wrenches, test equipment and measuring equipment used by the manufacturer to ensure all tools and equipment are in appropriate calibration.
- Provide an inspection documentation package for each vehicle inspected under this contract.
- Coordinate with the bus manufacturer to initiate necessary repairs within five (5) working days of notification of non-acceptance; and ensure that all identified issues are addressed by the manufacturer in a timely manner and in accordance with DART’s conformed vehicle specifications.
- Monitor the repair process, document progress, and report back to DART’s PM, DPM and/or designee on the status of each repair until completion; and ensure that the bus manufacturer meets repair standards and timelines to prevent production or delivery delays.
EDUCATION, QUALIFICATIONS, AND EXPERIENCE
- A minimum of five (5) years previous in-plant inspection experience, including production of standard heavy-duty transit buses.
- Must be experienced with or certified in welding inspection.
- Must be proficient with the following skill sets:
- Microsoft Word
- Microsoft Excel
- Microsoft Teams
- Digital photography
- Internet transmission of digital photographs, electronic reports, emails from the manufacturer’s location as well as receiving, downloading, and printing photos and electronic reports.
- Proficiency in computers and computer software to conduct logic ladder audits, and to operate on-board diagnostics to verify no faults or issues to the on-board systems prior to release and shipment of the bus to the Authority.
- Use of test equipment to verify performance of vehicle systems including but not limited to CNG fuel system, electrical, multiplex, HVAC, powerplant and brakes.
- Verification of Qualifications – Each applicant must submit the following documentation of qualifications. These qualifications must be verifiable. The documentation must be complete and submitted in order indicated below.

- Experience for in-plant inspections as it pertains to transit and inter-city buses, starting with the most recent in-plant inspection assignment and will include the following for each project:
- Name of plant and location.
- Number of buses and fuel type for that production run.
- Name of the transit authority for whom the buses were manufactured.
- Name of current contact for each transit authority that is familiar with applicants performance on that contract.
- Duration of the bus production run, and duration of the applicants involvement.
- Education and formal training the applicant has completed, starting with the most recent.
- Copies of documentation, licenses, and certifications must be attached to the resume.
- Other work history relevant to quality assurance, in-plant inspection and transit bus maintenance.
COMPENSATION AND BENEFITS
Compensation range is $38 to $43 per hour.
