Pay Range: Hiring/Starting pay range is $94,200 – $120,050/annually, based on experience.

Position Purpose:
The Safety and Risk Manager is responsible for developing, implementing, and overseeing all aspects of safety, security, and risk management programs within RFTA. This role ensures compliance with federal, state, and local regulations and aims to minimize risk and enhance the safety and security of passengers, employees, and transit property.
Essential Duties/Responsibilities:
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive.
Risk Management
• Identify and evaluate potential risks to the agency’s operations, assets, and personnel.
• Develop risk mitigation strategies and contingency plans.
• Oversee the agency’s insurance programs and manage claims processing.
• Conduct regular risk assessments and update risk management policies.
• Collaborate with other departments to integrate risk management into all aspects of transit operations.
Safety Management
• Develop, implement, and maintain safety policies and programs in alignment with OSHA, DOT, FTA, and other relevant safety standards, using OSHA guidelines as a benchmark, even if exempt from formal compliance requirements.
• Conduct regular safety audits and inspections of transit facilities, vehicles, and operations.
• Lead investigations into accidents and incidents, and develop corrective action plans.
• Conduct safety training and drills for employees.
• Maintain and analyze safety performance metrics, preparing regular reports for management.
Security Management
• Develop and implement security protocols and emergency response plans.
• Coordinate with local law enforcement and emergency services.
• Oversee security personnel and contract security services.
• Conduct vulnerability assessments and recommend improvements to security infrastructure.
• Manage security incidents and coordinate the response to security threats.
Regulatory Compliance
• Ensure compliance with all federal, state, and local safety, security, and risk management regulations.
• Stay informed about changes in regulations and best practices in the industry.
• Prepare and submit required reports to regulatory agencies.
Training and Development
• Develop and deliver training programs related to safety, security, and risk management.
• Ensure all employees receive regular and relevant training.
• Promote a culture of safety and security awareness throughout the agency.
Emergency Management
• Develop and maintain the agency’s emergency response and crisis management plans.
• Coordinate and conduct emergency response drills.
• Serve as the primary point of contact during emergencies, coordinating response efforts and communications.
Knowledge, Skills, and Abilities:
• Strong knowledge of federal, state, and local transit safety and security regulations.
• Excellent analytical, problem-solving, and decision-making skills.
• Strong communication and interpersonal skills.
• Ability to work effectively under pressure and handle multiple tasks simultaneously.
• Proficiency in Microsoft Office Suite and risk management software.
• Physical Requirements:
• Ability to conduct field inspections and audits.
• Ability to respond to emergencies outside of normal working hours.
• Must be able to lift 50 pounds and stand or walk for extended periods.
Qualifications:
Education
• Bachelor’s degree in Safety Management, Risk Management, Security Management, or a related field.
Experience
• Minimum of 5 years of experience in safety, security, or risk management, preferably in a transit or transportation environment.
• A Certified Safety Professional (CSP), Certified Risk Manager (CRM), or similar certification is preferred.
Working Conditions:
• Office environment with frequent travel to transit facilities and sites.
• On-call availability for emergencies.
