Overview

Metro is seeking a Senior Manager of Service Planning and Scheduling that is responsible for the efficient and effective management of all scheduling and service planning activities at SORTA Metro.

Responsibilities

– Contribute to the development of Metro’s corporate strategy by providing input and plans in line with the overall business objectives.
– Monitor and evaluate Metro service to ensure customer satisfaction, budget compliance, and attainment of established performance standards.
– Lead and manage all service planning and scheduling activities.
– Develop and implement all required service changes.
– Develop performance and service criteria to assist in system analysis and restructuring efforts; and conduct performance evaluations using criteria on a regular basis.
– Oversee service analysis and propose service changes based on monitoring of system miles, hours, ridership, revenue and budget.
– Monitor routes, schedules, bus stops, layovers, and other design and operational issues.
– Monitor financial performance versus budget to keep track of costs, ensure areas of unsatisfactory performance are identified/ rectified promptly and improvement opportunities are capitalized upon.
– Direct the development and execution of fixed-route service planning.
– Monitor and analyze technology and procedural changes to include planning/scheduling related ITS systems.
– Assist in procurement and implementation of planning/scheduling-related ITS technologies.
– Develop methods and procedures to analyze Metro’s system design on a continuous basis to determine restructuring, efficiency and improvement opportunities.
– Prepare and present written and oral reports to the Metro Board and other agency and community groups.
– Prepare recommendations regarding future types of transportation services and facilities, including impact assessment of usage and financing of the services and facilities.
– Implement new procedures to assist in departmental objectives.
– Work with outside agencies and policymakers to create partnerships and secure support for programs and projects.
– Develop and implement standards and strategies to meet or exceed organization, department, and staff performance goals and objectives, monitor results, recognize accomplishments and oversee continuous improvement.
– Lead staff in inter-departmental and inter-agency collaboration and cooperation.
– Implement programs to train and prepare all planning and programming staff to advance professionally.
– Discuss, inform, and advise management on department operations and special projects.
– Manage public outreach meetings and public hearings related to transit services.
– Respond or direct responses to inquiries and complaints from community members, regulatory agencies, and the business community.
– Ensure collaboration with other departments as appropriate, that applicable business systems are implemented and operated in a manner that provides the maximum potential of business intelligence.
– Manage operational and/or other related contracts to include, but not be limited to Park & Ride facilities, transit centers, and service agreements.
– Manage the improvement and development of bus stops and bus stop-related amenities.
– Develop and manage the annual Metro service plan and mileage budget.
– Serve as an Essential Employee to continue the Authority’s operation during an emergency or weather-related event.
– Manage direct reports, including monitoring performance and attendance, and executing employee recognition, commendation, and discipline.
– Monitor and develop staff.
– Model, facilitate and encourage exemplary internal and external customer service, open communication, collaboration, participation, and professional development of staff.
– Complete special projects as assigned.

Education
– Bachelor’s Degree (4-year college or university) in related field.

Experience
– 10 or more years related experience in transit operations, transit scheduling, and/or transit planning.

Skills & Abilities
– Proficiency with Microsoft 365 work environment including word processing, spreadsheets, presentations, internet, and email.
– Thorough knowledge of planning and scheduling applications and GIS software.
– High level of expertise in transit.
