Overview
The Transportation Planner Series in the Policy and Programming Division includes four levels of professional Transportation Planners who perform complex and sensitive tasks in the areas of policy, fund programming, strategic financial planning, and transportation planning. The Senior Transportation Planner is the high-intermediate level.
Responsibilities
This position will serve as a core member of our team that implements the voter-approved expenditure plans for our half-cent sales tax, vehicle registration fee, and Transportation Network Company (TNC) Tax programs. This position will also support our role as Congestion Management Agency. This work includes but is not limited to:
Providing policy and fund programming input into the development of the Transportation Authority’s various programs and plans including, but not limited to, the Prop L 5-Year Prioritization Programs and Neighborhood and Equity Priority Transportation Programs.
Tracking, providing input to, and advising management on state and regional transportation policy developments and funding.
Conducting calls for projects, reviewing requests, and preparing staff recommendations for grant allocations.
Conducting community and stakeholder engagement related to development of fund program guidelines, programming and policy recommendations, and new revenue measures.
Providing project delivery support to help sponsor agencies comply with timely-use-of-funds and other grant requirements.
Representing the Transportation Authority on technical and policy advisory groups and in interactions with staff at peer agencies within the City and across the region.
Presenting items to management, the Community Advisory Committee, and Transportation Authority Board for consideration and approval.
MINIMUM QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Training and Experience:
Completion of a graduate degree in an appropriate discipline such as
transportation planning, public policy or civil engineering; and three (3) years of progressively
responsible experience in transportation planning, programming or funding. Applicants may
substitute completion of a graduate degree with two (2) years of additional qualifying experience.
Knowledge:
Basic research methods and database management techniques; proficiency with
standard computer spreadsheet, word processing, and presentation software; statistical and
computational analysis principles and methods; advanced knowledge of transportation planning
principles, techniques and methods; transportation funding and finance; and capital project
development phases.
Skills and Abilities:
Ability to collect, analyze and interpret data pertaining to transportation
planning and programming of funds, information on transportation issues and related legislation
using appropriate methods and statistical techniques; design surveys; develop long-range
transportation planning priorities; identify project goals and performance measures; oversee and
manage projects and consultants; facilitate meetings; summarize and present data and prepare
written reports and recommendations, and outreach materials; speak effectively and write clearly
and concisely.
