Under general supervision of the Director of Operations and Planning, oversees and performs professional-level planning duties to support STANRTA’s transit services. Responsibilities include supervising staff, managing a variety of projects, studies, and service performance and coordinating with stakeholders to ensure efficient and compliant transit operations. Responsible for performing transportation planning and research activities for highly complex planning projects, participating in and directing service evaluation policy development, and implementation of service enhancements. Conducts data analysis, manages bus stop data, and supports service planning and implementation to enhance system efficiency and customer satisfaction. The incumbent will operate with a high degree of professional judgment and independence, providing technical and functional direction to professional, technical, and contract staff.

Responsibilities

Supervision and Coordination:
• Manage and supervise planning staff, including performance evaluations and employee development.
• Ensure adherence to safety, security protocols, and diversity initiatives.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to facilitate improvements.
• Provides technical and functional work direction and training to subordinate staff; provides direction to consultants and monitors consultant contracts to ensure adherence to contract provisions.
Transit Planning and Analysis:
• Plan, coordinate, and evaluate fixed-route transit services to optimize resources and improve performance. This includes route schedule and timetable development.
• Analyze technical, demographic, economic, and financial data used to assess route and schedule changes and related service enhancements; and develop recommendations for change.
• Analyze operational data, demographic trends, and general public/customer feedback to recommend service improvements.
• Work with City and County planning departments, various committees, and community groups to gain feedback on service recommendations and improvements.
• Develop and standardize procedures and methods to improve the efficiency and effectiveness of planning services, projects, and activities.
• Participate in developing capital funding strategies and in soliciting funding from federal, state, and other governmental entities for assigned projects; coordinates and performs complex administrative work in completing funding/grants applications, including gathering data and assisting in writing project descriptions and developing project fund projections; submits applications and serves as the primary contact for questions; develops reports upon project close-outs.
• Develop, monitor, and enforce policies, procedures, and programs.
Data Management and Reporting:
• Process data from Automatic Passenger Counters (APCs), GPS systems, and other sources for ridership and scheduling analysis.
• Prepare technical reports, maps, and presentations, ensuring compliance with local, state, and federal regulations (e.g., National Transit Database).
• Maintain and update bus stop databases, assign GPS coordinates, and deactivate outdated stops.
• Collects and/or supervises the collection of data, develops and implements survey techniques and processes, and may supervise and participate in field studies.
• CAD/AVL functions.
• GTFS functions.
Public Communication and Stakeholder Engagement:
• Create graphics, update route maps and schedules, and manage Info Post inserts for public information.
• Represent STANRTA in public meetings, respond to inquiries, and provide information on transit services.
• Collaborate with local, regional, state, and federal agencies to achieve strategic goals.
• Prepares staff reports, presentations, project information and status, and program financial information to various committees, community groups, and professional organizations about StanRTA’s transportation projects and programs.
• Participates on a variety of committees and task forces; attends and participates in professional groups and committees; stays abreast of new trends and innovations related to transit planning.
Project and Contract Management:
• Manage projects and contracts, including budget monitoring, reporting, and adherence to deadlines.
• Participates in the consultant selection process, oversees contracts, negotiates scope of work, reviews and approves work products, ensures compliance with specifications and contract provisions, tracks project expenditures, reviews invoices for accuracy and consistency with contractual obligations; approves payments.
Service Monitoring and Fieldwork:
• Perform detailed route and bus stop evaluations to ensure compliance with operational standards.
• Conduct field investigations and resolve issues related to service or infrastructure.

Requirements

Knowledge of:
• Transportation and public transit planning principles, concepts, standards, practices, and methodologies.
• Principles and practices of program and project management, including developing scopes of work, budgets, and timelines.
• Principles and techniques of conducting analytical studies, evaluating alternatives, and making sound recommendations.
• Fixed-route transit planning, scheduling, service optimization, and performance analysis.
• Complementary paratransit service operations and performance analysis.
• Local geography, attractions, and locations that generate patronage, and bus operations.
• Applicable state, federal, and local regulations, including ADA, Title VI, and Environmental Justice.
• State, federal, and local funding sources and data reporting requirements.
• Project and grant management, data analysis, and statistical techniques.
• Geographic Information Systems (GIS) and relevant software.
Ability to:
• Analyze complex technical data and reports, identify trends, evaluate alternative solutions, and recommend or adopt effective courses of action.
• Design and implement immediate, short and long-range service changes.
• Supervise and evaluate staff performance; manage projects effectively.
• Prepare written technical reports and performance documentation materials.
• Communicate in a clear, concise, and persuasive manner to a wide variety of audiences both orally and in writing through presentations, reports, and graphics.
• Interpret maps, plans, and statistical data for planning decisions.
• Operate office equipment and software, including advanced Excel, Remix, Transtrack, Avail, Ecolane, and Swiftly.
• Plan, organize and coordinate the work of staff, providing leadership and work direction.
• Establish and maintain effective working relationships with District staff, governmental officials, advisory committees, and community groups.

Additional Information

EXPERIENCE AND EDUCATION
• Bachelor’s degree in urban planning, geography, public administration, computer applications or a closely related field or equivalent.
• Four (4) years of professional transit planning or run-cutting experience, with at least two (2) years in a supervisory role. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university, may be substituted for experience on a year-for-year basis.
• Equivalent training and experience demonstrating required knowledge and skills are acceptable.

LICENSING AND WORK ENVIRONMENT

Licensing:
• Valid California Class C Driver’s License is required.

Physical Demands and Work Environment:
• Ability to work in office and field settings, and operate computers, keyboards, and other peripheral equipment.
• Must be able to lift light objects.
• Must be able to transport oneself to various locations around the service area.
