The Technical Program/Project Manager II – Facilities Management reports to the Director, Facilities Management. This position is primarily responsible for the planning, programming, and/or management of facility related initiatives and projects. Key types of projects will include new buildouts, renovations, tenant improvements, asset renewal/replacements, and other miscellaneous facilities related initiatives.  This position is responsible for managing technical projects and initiatives referenced herein, adherence to the short and long-term agency capex and opex plan, participation in preparing annual capital and operating budgets, supporting and assisting staff members including other project managers, managing professional services contracts and construction contracts, oversight of design consultants and construction contractors, operations and maintenance personnel, professional and proactive communication, and internal and external coordination of work including meeting expectations regarding the proper balance of cost, schedule, and quality.

RESPONSIBILITIES

WHAT YOU’LL BE DOING

  • Develop project technical programming requirements and basis of designs.
    •Research and improve technical specifications, workplace standards, and design guidelines.
    •Review key designs, including from other project managers, to ensure technical specifications, workplace standards, design guidelines, and compliance codes are adhered to.
    •Conduct field work and field visits as required for project execution and to ensure compliance with project specifications.  Direct work changes and stoppages when appropriate.
    •Stay abreast of the latest adopted National Electrical Code (NEC), energy codes, and other applicable building related codes to be able to properly support the electrical technical requirements of this position.
    •Act as liaison with internal and external organizations and represent Cap Metro with jurisdictional authorities including state, county, and city staff and elected officials.
    •Monitor consultant and contractor adherence to contract terms and specifications. Identify discrepancies and facilitate appropriate resolution with the consultant/contractor.
    •Evaluate architectural and/or engineering design proposals for all applicable projects and participate in the contract award process.  Review preliminary designs  for  comparison to actual site conditions and recommend changes if required.  Review final design documents, recommend required changes to comply with CapMetro’s design guidelines and workplace standards and complete permit process.
    •Develop scope, specifications, monitor the bidding process; participate in/facilitate the pre-bid meetings, and selection of contractors.  Prepare construction schedules and logistics for project construction, monitor schedule of work, oversee construction logistics, and manage all project financials from beginning to end of projects.
    •Support Capital Metro’s safety culture by following safety and security policies, considering safety in every action, and reporting and mitigating safety and security concerns.  Perform other duties as required and/or assigned in support of the CapMetro Strategic Goals, Mission, and Objectives aligned to these goals.
    •Confirm each project has required “front end” documents to supplement  the contract documents ensuring project expectations are  communicated and managed. Retain documents until all close-out documents are provided per contract and then properly process internally.
    •Perform other duties as required and/or assigned.

QUALIFICATIONS

WHAT YOU BRING

  • Bachelor’s degree in Electrical Engineering with five (5) years minimum of electrical engineering design experience.
    •Minimum three (3) years of project management experience on design and construction projects.
    •Professional Engineer (PE) registration required from the State of Texas; if the incumbent is not registered in Texas, this must be acquired within one (1) calendar year of accepting this position.
    •Master’s degree in construction management or engineering and PMP certification preferred.

Knowledge, Skills, and Abilities:
•Ability to complete electrical designs, design reviews, technical specification writing, field inspections, punch lists, and project postmortems.
•Knowledge of project management practices for managing cost, schedule, performance and engineering and architectural methods and practices.
•Knowledge of construction management techniques, engineering, and/or architectural principles, practices, and methods.
•Knowledge of applicable state, county, and city codes, standards, and regulations.
•Ability to understand, develop, and manage project technical solutions and provide excellent attention to details.
•Technical knowledge of facilities infrastructure design and construction projects and knowledge of construction management practices..
•Familiarity with the standard & technical specifications for transit infrastructure projects.
•Knowledge of electrical equipment, electrical equipment characteristics and preferred knowledge of industrial and HVAC equipment and maintenance
•Familiarity with various project delivery methodologies such as design-bid-build, construction manager at risk, design-build, etc.
•Self-motivated and focused on opportunities to continuously improve skills and processes. Ability to work in a team environment in a matrix organization, partnering well with other employees, management, stakeholders, users, business personnel, vendors, service providers, and contractors.
•Ability to undertake project management duties and tasks as assigned.
•Familiarity with field work, facilities O&M, and construction inspections regarding tenant improvement, infrastructure, and transit projects preferred.
•Proficiency using Microsoft Office Suite, Outlook and utilize Microsoft Project to develop a project schedule, assign resources to tasks, track progress, and analyze workloads.
