OVERVIEW
Under the general direction of the General Manager, the Transit Planner/Special Programs Director executes a wide spectrum of projects. Primary duties are to assist in short- and long-term transit planning and reporting efforts related to organizational goals and the analysis of related impacts and costs. Competency in 3C planning, grant budget development, and procurement are also essential to the success of the position. The Transit Planner/Special Programs Director also supervises the agency’s Special Programs department, comprised of Training, Mobility, and Safety units
ESSENTIAL DUTIES AND RESPONSIBILITIES

• Develops and executes transit-related studies, including but not limited to stop surveys, route studies, and operational analyses.
• Assists with identifying funding opportunities including writing and submitting Federal and State grant applications, participates in data reporting and ensuring compliance with grant provisions during the execution of work.
• Manages infrastructure analyses and implementation, creation of short-term and long-term transit development plans, and public involvement programs.
• Writes detailed specifications for requests for proposals/quotes or invitations for bid that ensure policy compliance on procurement of professional services, technology, or capital purchases.
• Develops and updates programs and plans as required by Federal and State regulation, including but not limited to the Transit Asset Management Plan, Public Transportation Agency Safety Plan, DBE Program, Title VI Program, and others as needed.
• Collects key performance indicator data from departments, reviews data for accuracy, and prepares data for General Manager use.
• Manages technical studies for comprehensive operational analysis and project development.
• Serves as staff support to the technical and policy committees of the Metropolitan Planning Organization (MPO) and other local committees and boards.
• Writes technical memos and develops presentations on various topics as required.
• Supervises and provides direction to Mobility, Safety, and Training leads to execute programs and maintain full compliance.
• Some outside office hours may be required for special events or training.
• Other duties as assigned by the General Manager.
REPORTS TO: General Manager
SUPERVISES: Safety, Training, and Mobility units.
QUALIFICATIONS

• Bachelor’s degree in planning, Civil Engineering, or a related field from an accredited four-year college or university; or two years related experience and/or training; or equivalent combination of education and experience.
• Must possess a valid driver’s license with clean driving record.
• AICP preferred.
• Excellent computer skills including GIS software.
• Capable of managing multiple projects and priorities at once.
• Knowledge of 3C planning.
• Proven experience working effectively on cross-functional teams requiring strong communication and interpersonal skills.
• General knowledge of the US transit industry and the requirements of federal, state, and local regulations regarding public transit.
WORK ENVIRONMENT & SCHEDULE
• In-house position located in Midland, TX
• Forty-hour work week with negotiable office hours schedule
• Weekends and holidays off
• Occasional travel may be required
• Some outside hours may be required for special events, disasters, and emergencies
