Overview
The Safety and Training Coordinator performs skilled technical work planning and implementing bus operator training and transit safety programs, administering exams, maintaining records and files, and related work as apparent or assigned. Work is performed under the supervision of the Transit Operations Manager. Supervision is exercised over assigned staff. This position is classified as an essential position during designated planned or unplanned events.
Shift: Monday – Friday 8 am – 5 pm

Responsibilities

Supervises training staff
Develops and implements the operator training program
Evaluates and monitors new bus operator training progress
Monitors operators with regard to safe operating practices
Administers CDL exams and scores applicants on professional skills; sets up road courses
Develops and implements safety program
Monitors department safety programs and initiatives
Develops, updates, and maintains safety and training curriculum guides and safety materials
Verifies the work of assigned staff; ensures adherence to established guidelines, rules and regulations
Assists in hiring and evaluation the performance of staff
Organizes and conducts safety meetings, staff training, and related presentations
Conducts emergency preparedness drills and response with BT partners
Prepares training budget and monitors expenditures
Supports collision and incident investigations
Monitors and makes recommendations regarding preventable collisions; participates in Safety Review Panel
Maintains and updates the training database; prepares and maintains records and files relating to skills tests; prepares and files all necessary forms and certificates
Serves as a classroom instructor for CPR/First Aid, Smith System defensive driving, Bloodborne pathogens, and Simulator, and other related training
Assists maintenance manager with various facility safety inspections
Responds to emergency incidents at the transit facility and informs staff when all-clear has been issued
Requirements
Thorough knowledge of the safe operation of a transit bus
General knowledge of training aids and devices
Skill in the safe operation of a transit bus
Knowledge of the geography of the Town and location of streets and roads
Ability to communicate instructions effectively to transit bus operators
Ability to assist and train transit bus operators with patience and understanding
Ability to establish and maintain effective working relationships with Town officials, public safety staff, bus operators, and the general public
Education and Experience:
High School Diploma/GED Certification required
Associates/Technical degree with coursework in management, or related field
Experience with training and safety, preferably with a transit agency
Supervisory experience and experience as a bus operator
Or equivalent combination of education and experience
Special Requirements:
Possession of or ability to obtain CPR/First Aid, Third Party CDL Tester, Smith System Instructor, Doron Simulator Instructor and P.A.S.S certifications within one year of employment
Valid commercial driver’s license (Class B with Air Brakes and P endorsement) in the Commonwealth of Virginia with a satisfactory driving record
This is a safety-sensitive position subject to drug and alcohol testing guidelines as set forth by the Federal Transit Administration and the US Department of Transportation in 49 CFR Part 40, and Part 655, as amended
A pre-employment drug screening is required for this position
Drug and alcohol testing guidelines set forth by the U.S. Department of Transportation and Federal Transit Administration, will be followed during the employment period
Physical Requirements:
This work requires the occasional exertion of up to 25 pounds of force
Work regularly requires speaking or hearing, frequently requires sitting, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, climbing or balancing, tasting or smelling and lifting
Work has standard vision requirements
Vocal communication is required for expressing or exchanging ideas by means of the spoken word
Hearing is required to perceive information at normal spoken word levels
Work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities
Work occasionally requires exposure to fumes or airborne particles, exposure to outdoor weather conditions, exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment
Work is generally in a moderately noisy location (e.g. business office, light traffic)
