The Virginia Passenger Rail Authority (VPRA) is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail service in the Commonwealth.  The VPRA also provides funding to Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $3.7 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade.

VRE and VPRA collaborate on multiple large rail projects in the Northern Virginia rail corridor, and VPRA is an important funding partner to VRE.  The VRE Projects Manager will be responsible for conducting oversight of VPRA funds being utilized by VRE and for monitoring the progress of VRE’s project development and implementation activities.

Reporting to the Engineering Manager, the VRE Projects Manager will serve as the primary liaison between multiple, multi-million dollar projects being advanced by VPRA and VRE in the same geographical area to proactively identify and help mitigate scope and schedule conflicts.  This position will play an important role in assuring that VPRA projects and VRE projects are advanced in a collaborative manner.

The VRE Projects Manager will review VRE planning and engineering documents and attend VRE project meetings to stay abreast of all VRE project scopes, schedules and budgets including risks to same.  Responsible for participating in VRE-led value engineering workshops and constructibility reviews.  The VRE Projects Manager will promptly alert the Engineering Manager of potential conflicts between VRE and VPRA projects and of any concerns with VRE project development as they arise.

The VRE Projects Manager will be responsible for performing post-award grants management of VPRA funds and will conduct periodic oversight reviews of VRE projects, along with DRPT Transit staff, to ensure VPRA funds are being used for their intended purpose and that all reporting requirements associated with such funding are being met by VRE. The VRE Projects Manager will assist with review of new grant applications submitted to VPRA and will process grant amendment requests made by VRE.

Responsible for collaborating with the Project Controls Manager and VRE to help develop, monitor, and update a joint VPRA-VRE master schedule covering major milestones for VRE and VPRA projects.

This position will be based in Alexandria, Virginia.


  • At least 5 years’ experience managing planning and/or design for large transportation projects.
  • Four-year degree in planning, civil engineering or closely related field.
  • Knowledge of railroad engineering principles and safety regulations.
  • Familiarity with freight, passenger and commuter rail operations.
  • Ability to review and understand project schedules for large, complex transportation projects.


Salary is commensurate with experience.  The compensation package for this position includes benefits equivalent to state employees of the Commonwealth including health/dental insurance and participation in the Virginia Retirement System.
