The Transit Bureau within Department of Environmental Services (DES) is seeking an innovative Zero Emissions Fleet & Facility Manager to play a pivotal role in transitioning the Compressed Natural Gas fleet to zero emissions fleet in Arlington. This manager will use subject matter expertise and zero emission knowledge to lead technical decisions to support capital planning, project implementation, and budget and scheduling forecasting.

The Transit Bureau manages two local transit services, ART and STAR, ensuring efficient transit operations, and develops new or enhanced transit facilities, including Metrorail station entrances, bus maintenance, and operational facilities. This manager is central to this mission, focusing on technical oversight and administration of the zero-emissions transit fleet with facilities, maintenance programs, and supporting the transition to sustainable transit operations. They will play a crucial role in zero emission fleet technology procurement, ensuring the fleet’s performance aligns with the Bureaus’ vision for efficient, sustainable transit services.

Specific duties include:

Managing the purchase, maintenance, and disposal of zero emissions vehicles, including equipment utilized in support of transit;
Developing and implementing zero emissions bus utilizations plan policies and procedures in accordance with appropriate laws, regulations, and codes;
Advising and coordinating the launch of a new operations/maintenance facility with electric charging infrastructure;
Overseeing electrical charging infrastructure preventative maintenance programs;
Managing FTA, DOT, DRPT, and ADA compliance testing on zero emission fleet vehicles;
Monitoring fleet maintenance quality assurance on all zero emission vehicles to ensure compliance with contractual and OEM requirements;
Developing preventive maintenance programs and providing technical support for zero emission vehicles and electrical charging stations;
Coordinating and leading zero emission fleet-related projects, advising on fleet planning, and project management; and
The ideal candidate will possess advanced knowledge of fleet management and maintenance, including expertise in zero-emission vehicle and facilities technology, and have demonstrated leadership, project management, and communication skills essential for leading complex transit projects.

Minimum:

Bachelor’s Degree in Urban, Regional or Transportation Planning or related field; and
Considerable experience in program administration/management of sustainable transportation operations, including zero emission transit fleet, facilities, or heavy duty zero emission vehicle procurement.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis. A Master’s degree or higher may be substituted for some of the experience requirement.

Desirable: Preference may be given to candidates with a Master’s degree in a related field and experience in one or more of the following:

Zero emission fleets, infrastructure, policy and procedure implementation; and/or
Transitioning from diesel/compressed natural gas transit vehicle propulsion to zero emission propulsion.
Special Requirements

Applicant must possess, or obtain by time of appointment, a valid driver’s license. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant’s official driving record. Any offer of employment may be contingent upon a favorable review of the applicant’s driving record.

Work Hours: Flexible work schedule Monday through Friday between 7:00am to 6:00pm with telework opportunities. Must be able to travel and attend occasional local, state, and national events, some may be outside of normal work hours.
